I wonder how much better off we would be if the chrome performance team worked on it instead of trashing those who are doing the work in user space

The point here is to maintain the state of the app while reloading. Not the same as a full page reload.

These are orthogonal effort in my opinion. Here, the idea is to be able to iterate on UI changes while preserving the state, which is useful for rich webapps where a lot of user generated data is stored in memory and would not survive a reload.
