There's also a flavor of this that maybe the reason a site has few IE11 conversions is because it's not supported well, so maybe they should keep it around since if only we made it better there's money hiding there. (for the avoidance of doubt, I think this argument washes for Android but not OldIE and the public stats agree; it's wildly face-spiting to cut off the Android nose but prize the OldIE pimple)

Yeah it doesn't really make sense to me to totally ignore Android 4.x and spend money on IE11 (or worse IE10) compat.
