      Disagree. Software becomes "legacy" at the point when most of the people involved in shaping it and who understood the original requirements have moved on to other things, such that questions about the implementation can no longer be answered from first-hand knowledge.

      This seems like a useful definition, although I also think there are more emotional or cultural definitions. E.g. "We consider that system to be legacy because we don't write things that way anymore, even though we can easily make modifications there when we need to"

      There's something I'd want to add around the unknown to the cost of change. Eg, sometimes the problem with legacy code is that you can't determine what it would take to achieve the benefit in question short of making the change. Or, you can't estimate the downside risk of change.
