We hear you: https://github.com/mfreed7/declarative-shadow-dom … To answer the question directly: we had to wait for Mozilla and MSFT to catch up before new proposals could start again in earnest. Still grumpy about the lost time.

I learned one important lesson from Mozilla's & Apple's hostage taking w/ V1: we should have left V0 and only worked on compatible extensions. The lost years were not worth it.

(we had sketched out fully declarative components as far back as, I think, '11, and could have spent '14-'18 working out kinks there instead of re-litigating imports in a flavour JS partisans preferred; still not finished)
