I don’t think I agree with that framing. As a Firefox user I experience damage from Chrome’s dominance regularly. So the def. of “a web that works” here is a double-edged sword. As I said I would be in support of opening it up. But it wouldn’t just be a clear cut win for the web

Other platforms have competition and Google are still dominating them. Your proposal would be great if there was a level playing field but there isn't. Google has a lot of power and frequently doesn't respect people's rights in the persuit of profits.
