Most of the folks won’t exhibit any symptoms or very mild symptoms. The ones that need attention are getting tested. There aren’t enough tests to test 300 million people and that cannot be the objective

That second statement is false and the third is both meaningless and besides the point. If you can't get enough testing done the track community transmission, you've lost by default. CDC is currently *preventing this*.

FWIW, I do expect CDC/HHS to eventually publish good historical evidence of what happened. But the unknowns that CDC knows of that are unknown to the wider public as yet will be counted in body bags and "who knew what and when did they know it" congressional hearings.
