The scale of badness is simply not comparable. 1KB of HTML/CSS vs 1KB of JS is a wildly different quantity on a mobile device.

No doubt. But I’ve never worked on a project where that was the first consideration. It’s always been “this is the product we have to make, this is the experience we want to have”. It’s rare for engineers to have the ability to make choices purely based on performance.

There’s consideration for maintainability and scalability if you’re lucky. Mostly, though, it’s product managers or execs who want a thing done by a fixed date, and they’re willing to compromise perf to get the UX they want.
