We need browser sniffing, CH aren't a full replacement and don't solve "first hit" detection, and can't this be solved same as Safari via partial freezing (except Vendor and Version) without asking everyone to move to a new tech?

I agree that CH isn't a full replacement, and this may be a tangential question, but is there a solution for the first hit detection problem, or will CH always be opt-in?

CH was initially always there for 1p (top-level), but Apple et. al. pushed back *hard* (sans model to justify requirement). Hope we can revisit for top-level resources.
