Privacy and security review will be product-by-product for the foreseeable future. I don't see a way for a different governance structure to help. Better collaboration and project publication (e.g., Fugu) can help, tho.

Right. Here’s I believe better governance could help such a situation without affecting the authority of product owners on their own products.

First of all, a good governance system would have a clear path for contributors to bring up such a concern, without fear of retaliation (doesn’t matter if that’s real or perceived) for themselves, their employer, or client.

Secondly, a good governance system would give authority to a representative group to do something about it, being both respectful of the contributors and the product owners.

Thirdly, a good governance model would have structure or the ability to create structure to implement a solution to this issue that’s transparent, fair, and easy to find for contributors.
