Constructable Style Sheets handle one half of the advantages we got from Imports (HTML as base importable type): they allow us to cheaply re-apply in context w/ reparsing. Left with residual costs in V8/JS heap & parsing. CSS modules can address...

...but now the folks who said "we need to wait on ESM" (rather than Imports) have a bad time because security & fetch options are difficult to shoehorn into JS import syntax. Lesson for me in this is that we should not have unshipped Imports for handwaving by TC93 folk.
