That (web) apps need to distinguish between biometric auth types instead of just asking "OS: is this actually the user of this device?" And the OS would use whatever it wants is such an API fail.

100% an API fail. Signing in to a number of apps is now significantly more annoying. First off, face unlock is inferior to fingerprint unlock. Second, very few apps even support face unlock. What is even happening?
