They can absolutely correlate. This is nuisance friction; hard for any individual app, trivial for any ad network.

For iOS, there's a difference between `identifierForVendor` (https://developer.apple.com/documentation/uikit/uidevice/1620059-identifierforvendor …, same value for all of a vendor's apps; allows that vendor to track users across apps) and `advertisingIdentifier` (https://developer.apple.com/documentation/adsupport/asidentifiermanager/1614151-advertisingidentifier …, same value for all vendors, only for serving ads).
