It never was Apple's intention to accept any major improvements to the WebKit browser engine.

I think that argument tries to prove too much. Apple engineers didn't *ask* for us to descend like a herd into their project, with needs and demands. And governance is a tricky business. Sometimes relationships just don't work out.
