Eh I disagree there, there's multiple toolkits that'll get you as nice of a Linux app as a Windows app. So there's a gap between the best-case UX and the PWA UX that isn't as notable on Windows or Mac
The web is generally hostile to apps by design. The last two somewhat usable methods got killed, and WASM is poor replacement as it lacks a real toolkit.
