I seem to recall Chrome only displaying the notification confirmation based on an engagement metric. I believe that was a kind of high bar to clear, but it was ratched down to basically allow prompt on first visit. Could we address this with a less aggressive heuristic?
Alternatively, could we use differential privacy or other techniques to gather data on which sites prompt users on first visit or how often users reject the prompt and use that as a signal to require higher engagement before we show the prompt?
