Lots of things we could do about that, but I suspect that trying to reclaim the true meaning of "responsive" is a lost cause at this late date.

It's like trying to explain the many meanings of "hacker". We can cling to old meanings in a changed context, or admit that culture moved on and find new ways to say what we really mean.

"mobile-first", sans "responsive", might be a good way forward. It resets the context, whereas "responsive" now implicitly means desktop-centric tools/frameworks/constraints. Desktop is legacy and we need to cut it loose to compete.
