      As currently practiced, it's not working. Folks think it means "use the viewport tools in devtools" not "design on a phone", and then they make choices (e.g., heavyweight, desktop-era frameworks) that sink the experience from the get-go.

      It might, functionally, be the same. I'm only highlighting that nobody (to a first approximation) *does* moible-first RWD. They *think* they're doing RWD, but only modifying viewport; none of the rest of the constraints are being considered.

          If folks were building with real mid-tier android devices or those constraints, the framework landscape would be fundamentally different. Nobody would be so deluded to think they could afford 35K of JS as a *baseline* cost.

          So this specifically refers to "framework based UIs" then, and not RWD-based sites, or apps that use SS-rendering? Because not every site is built with a framework, and not all developers ship a metric fuck ton of JS down the wire.
