Since seeing Hamilton and learning a little civics for the interview, I started reading the federalist papers. Clearly people of the time could write eloquently and coherently. So why is the bill of rights written like an overnight PowerPoint deck?

That is, at minimum, three things. Each of those is several things. And all of them could do with a little clarification. Were they being charged by word like a telegram? Why so short?

Trust and/or deference re: the enabling institutions. It's a sin of omission most foundational specs commit for then-good reasons.
