I used to get this a lot when writing to my memory mapped k/v store. I forget how I ended up fixing it, but it sort of made sense that I could slam the paging system so hard that the kernel didn't have time for things like mouse events

There was a Windows process-destruction bug that caused excessive contention for the user-crit which controls access to many things, including the mouse pointer.
