More than nanosecond of thought on either of these headlines would cause the reporters or editors to go "oooooohhhhhh....they *are* negotiating!" Meeting and failing to agree to change a prior negotiated position is not a failure to negotiate.

There are hundreds of areas, post withdrawl agreement, that the EU has committed to negotiate on. It's only asking to get on with those *on the basis of the negotiated agreement*.
