I generally approve of the changes browsers are making to permissions UX—requiring user interaction before displaying the permission prompt and removing the ability to dismiss the prompt to make sites pay a penalty for asking for permission when people aren't ready.

What alternatives are there? The idea of measuring acceptance rates suffers from the same problem, correct? Websites can create user hostile modals in the page itself before showing the browser permission prompt. Is there an alternative that has a better chance of working?
