With all due respect, this is a terrible assumption on how developers think and what they need to deal on a daily basis at their jobs. Most developers I've met really care about delivering high quality products with good performance and great user experience...

But they are put in a project for a couple of weeks, with a codebase full of tech debt, with the mission to deliver a feature and move on, and that delivery is strongly tied with their performance in their jobs and probably future growth. Good performance is a business decision.

It's rare to get something for nothing though, so unless you are cutting elsewhere... I've seen teams hold perf wins they found until they had a feature they wanted to check in. Zero sum on the perf gates
