I think NIMBY pushback against office + housing is actually preferable to NIMBY pushback just against housing. I don't like it, but if you're not going to add housing, don't add jobs.

It's also unclear how conversion will also *happen*. What is going to cause or allow municipalities to rezone? Saying "we want to" isn't the same as "we're able to". Did I miss a detail?

The obvious counter is to set aside cash to be a corporate single-issue advocacy org: promise election-time support for candidates who support housing-first (e.g. SB50) and, if they fail to vote for/pass it, promise triple the support for opponent in next cycle
