It is more achievable for user agents to analyze website behavior for activity that looks like fingerprinting and warn users or sanction those sites than it is to rebuild the web platform in a way that inherently resists fingerprinting.

True, but there's an entire discipline of rate limiting and other anti-abuse techniques using modern ML approaches that could probably be quite effective on the existing platform. The Safari 'prevalent site' marker is a tiny example in this vein; so much more could be done.
