One of the things that's different about how we operate in Chromium vs. other engines is that we force our teams to work in public and ask for feedback as early as plausible. "Intent to Implement" is many, many miles away from shipping on-by-default to Stable in our process.https://twitter.com/slightlylate/status/1139031140415623168 …

Is there any other engine project that takes developer feedback from something like Origin Trials? That floats APIs *and then doesn't ship them* for lack of feedback or interest? That explicitly invokes the TAG or forces their team to work in public via incubation?

The road to shipping gets _even longer_ if the team in question is out ahead on a design (that is, not catching up). In these cases, we have an arduous process that involves soliciting broad feedback and often running experiments (which can and do keep us from shipping!)

How do you add a new element to HTML? "Step 1. Forget about the particular solution you have in mind! Solution time is later!" – https://whatwg.org/faq#adding-new-features … I think this process should apply to browser vendors, too. Discuss the problem publicly, first.

@sundress and I are pushing back on Google Docs, and there should be less of that going forward.

That's fine. Now pick a better name for it that conveys this point.

You're not alone in the historical baggage of teams that implement late and don't iterate in public. We hear that. If you have a suggeted name, can you send it here for the OWNERS to discuss?https://groups.google.com/a/chromium.org/forum/#!forum/blink-api-owners-discuss …

Seems like a lot of people have misunderstood what you're saying is a fair and open process, perhaps the wording and communication could change to make sure people don't think Google is doing things underhand?
