Here's a rule of thumb: I know that some HTML, CSS, boilerplate, branding, navigation, et c. are all necessary. Let's say that 2 entire orders of magnitude more bytes on the wire would be reasonable: 600 KiB, 1% content. That'd be a huge improvement.
