There's nuance here; things with specifications and partial consensus aren't necessarily standards yet. This falls into that list. If I had to guess, it's still a year+ out from formal W3C (or WHATWG) publication...but that doesn't mean what we shipped in Chrome will break.

Chromium has an "intent" process that is a public record of votes by a group of senior engineers whose job it is to weigh risk given that we basically can't unship anything ever. This was an "easy" one because the team had done so much of the required homework to prove that the addition was low-risk, e.g. by getting review from the @w3ctag
