Why allow only the enterprise customers access to the API? That smacks of double standards.

It’s not apples/apples, it’s for increased admin network control. Essentially: in the enterprise use-case you’ve already given up these security decisions to the network admin. In a random-chrome-user-installs-3rd-party-extension situation, that’s dangerous, at work, less so.
