Is it common for proposed specs to have origin trials in Chrome even before they move to WICG?

More concretely, is there some other concern with things not in WICG going to OT? I can think of many reasons why that might happen (another CG, non-W3C development process, etc.)

But maybe this is a different concern: some mistakenly think OTs are "pre-launch" rather than at tool for learning about the design space. The primary reason that OTs tend to happen later in design process is the security/privacy/ui signoff it implies, not standards process.
