It's currently in origin trial in Chrome, so the standard proposal has not been finalized yet. But yes, it's imperative that this is a standard that can be implemented in all browsers. We're working with the Web Perf WG standards body to help ensure this.

Was the API designed in the open? The only reference I can find is https://github.com/WICG/is-input-pending … which has very little activity or issues. I think it's important not to just have open standards but to actually design them in the open.

It's super important this be designed with input from the broader community, this is why we're doing the origin trial and have that github. We're waiting for the community to have a chance to give more input too before publishing a proposed specification :)

Right, what is confusing to me is how there is already an origin trial, meaning Chrome has implemented this feature, before the feature has been discussed (seemingly at all) in the open. That repo has almost no activity. I even sent a PR a few months ago with no response.

Also, WICG is as open as it gets; it's the broadest possible invitation to collaboration. Vendors that chose not to engage on proposals there can absolutely chose to pipe up later, but things get less malleable over time. If they didn't comment, it's not on WICG or API proposers

Also, Origin Trials are explicitly designed to solicit feedback and facilitate iteration based on real developer input. The idea that things should "bake" in smoke-filled implemeter forums forever before implementation and user feedback is entirely backwards.
