Nobody reads the output of their tools. They'd be *livid* if they did. Modern JS toolchains default to ES6-in, hot-hot-garbage-out.

What are steps 2 and 3 useful for?

It's all understandable, and a huge fraction is tax -- polyfills for browsers you don't need to support, over-transpilation for things your target users can run natively, polyfills you didn't know you were including (hands up if you had a copy of Node's Buffer impl!)

I noticed multiple inline polyfills for Object.assign indeed in our bundles. It got better after upgrading babel/webpack/uglify though (probably babel but not sure)
