True. In some cases, it makes sense to receive notifications without install. But with a limit of 5, imagine this: FedEx sends you 5 status updates and then wants to send a 6th for the final delivery. The user wouldn't understand why he didn't get the last one.

Yeah, PWA installation is a good signal, but I'm not going to be installing PWAs for everything even mildly interactive. Also, I don't look forward to the day when PWAs get as spammy with notifications as many native apps.

chrome:site-engagement can go high in a couple of ways: * use a site a ton, particularly direct (omnibox) navigation * install it as a PWA Neither are perfect, but it is a goal is to make sure we don't *require* install.
