The bottleneck effect is the real obstacle. People are willing to say "sure, sounds like a good idea", but there are still details that need to be figured out before things can be implemented interoperably, and not enough people doing the grunt work.

The problem for many things around CSS is lack of anyone willing to edit the spec, as far as I can tell. That's partly a culture problem (no habit or expectation of others contributing fixes), and partly a who's-going-to-pay problem (I spent months trying to get paid to).
