Yooooo, the CSSWG (aka me, in this case) has been *trying* to get this thru for many years. I wrote a nesting proposal somewhere around 2011 too. It's the implementations (you and me and our coworkers) that objected and kept it from happening.

I remember some of the objections, but it wasn't Chromies who prevented this one (or variables or mixins) from moving forward IIRC. And regardless, WG should be a pressure group *for users* against the status quo.
