This idea is interesting but only really feasible if site developer or user consent is involved. And getting user consent to this is tricky - how many end users really grok technical constraints?

Header triggering is developer opt-in (as with other Feature Policy types). For user consent, many browsers already have a data-saving mode. Well-trod road.
