On a positive note, I believe there are new standards that can help here, such as
web components and template instantiation (more work out of the box - less libraries required)
web packaging (better and more caching at the edge)
AV1 / AVIF (better compressed video/audio)

Yes, we (IT) have a big impact. New technologies will not help us a lot if we don't measure our impact. Web components, service worker... are great but we don't see improvement. Example on our last benchmark about music :https://greenspector.com/en/articles/2018-11-26-music/ …

Google and other big sites (e.g. FB) have many POPs that primarily do caching at the network edge.
