I'm really struggling with what to do about disclosure here. Have had lots of conversations in the past couple of days about a "responsible disclosure" style of discussion about this. That'd include private sector, which would let me sleep better.

This is as *pervasive failure in front-end development* that undermines good work done in other areas (content, service design, a11y, etc.). Public-sector work is, regrettably, caught up in the tide. Turning the tide will help all.
