If I look at the source (in Sources pane) then what I'm seeing seems related to authentication, forms, making claims, etc. So if anything I think the goal was to make the logged-in experience have less latency from page reloads. Of course should’ve been code split from main page.

"less latency from page reloads" would be preloading cacheable assets at low priority (e.g., a <link rel="preload"> or a SW install phase), not running code on pages that don't use them.

One of the few reasons I am nervous about becoming a veteran is the level of support provided by websites like this. Aside from page weight issues, many government websites have long daily maintenance windows which makes access difficult, especially overseas.

I agree with this point, but am always concerned when people use just CSS for 'modal' content. Often mistakes are made that lead to screenreaders reading a whole bunch of content that should not be in the page.

Keep in mind the other side of this kind of stuff is Cobol boxes running in basements, specs that came out of the telephone game from years ago, and weakly tooled & trained devs. From an empathy perspective, If we want Google quality dev, we need _easier_ Google-quality tooling.
