FYI, Chrome and the Android system WebView can be updated separately from the Android version, via Google Play Store. So if P isn't a hard requirement, you can still get the latest Chrome on other devices

Android P isn’t a hard requirement, just latest Chrome. However I would like to see the latest and greatest PWA OS integration and I bet that’s only in the latest OS, right? cc

PWA integration is pretty deep even without P. The places where things change (get somewhat better) are related to Android Settings and resource use attribution, although there are still big asterisks there.
