We have experimented with various forms of predictive SW startup. "Omnibox warming" is launched and shows wins. Others haven't panned out.

http://Google.com is a website that serves HTML and JavaScript. Other websites have figured out how to do this too. Sites with similar usage patterns can do their own prewarming as desired.

I just don't grok the argument "Google\.com has decided that ServiceWorkers are too slow for use (because warmup) unless a client has NavPreload." There's a whole homepage with a blinky box sitting around doing nothing while the plodding human types a query. Use that time.

This misunderstands how most people get to a search result page; that said, we can use http://google.com in that case, but it doesn't solve the general case.

Also: why should you turn something one if it regresses performance? Especially for a latency cache as opposed to a an offline cache.
