SW startup is device-perf dependant and Nav Preload enables early fetch for data separate from app start. Keeps SW in control but gets data fetch started much, much earlier. Improves things most on slowest devices.

I just don't grok the argument "Google\.com has decided that ServiceWorkers are too slow for use (because warmup) unless a client has NavPreload." There's a whole homepage with a blinky box sitting around doing nothing while the plodding human types a query. Use that time.

This misunderstands how most people get to a search result page; that said, we can use http://google.com in that case, but it doesn't solve the general case.
