I’d like two Android recommendations: 1) the absolute high end (something I can test what the best experience would be like), and 2) the common case - something I should consider the practical “low end” to be for testing purposes.

Not something we're currently exploring for CrUX. You may be able to find stats for some of these metrics at http://gs.statcounter.com/ and similar sites. Keep in mind that CrUX is only measured from Chrome, so it's not a global measurement from any and all browsers. Some bias.

It would underreport low-end hardware vis-a-vis UC Browser et. al., but it would still shed light on the magnitude of the problem. I see screen resolution on that report you linked, but unfortunately not anything about performance (e.g. available RAM or CPU) or devicePixelRatio.
