I actually think there's a lot of web apps built for desktop only for users primarily in the US and Canada. That's just who their customers are. Seems strange to assume that everyone should be developing for users on mobile devices in developing countries.

In France, most people I know who don’t work in tech and/or are not upper-middle class use cheap Android phones. Budgets around €80–200. Terrible performance. I’m keeping my 5 year old Nexus 4 because it’s quite better than those.

Given that low-end phone use correlates with low bandwidth, old-school MVC sites often feel more responsive than JS-heavy webapps anyway. Web devs need to spend more time in <1MBPS WiFi to see how their SPA/AJAX toys trash the U/X.

Stencil also has a PWA starter app. Seems pretty light on it's feet to me.
