They're shipped on Safari and UC and Samsung Internet, which means if you're targeting mobile, they're *everywhere*. Houdini is the next big extensibility point, landing this year in Chrome (Custom Paint already shipped!): https://css-houdini.rocks/

Also, the caniuse link in that post is pretty misleading. V0 support will start to dry up as usage declines. V1 is getting implemented everywhere.
