We should just provide people with places to live that aren't prisons. It would be cheaper and still employ people, just as maintenance and support staff rather than as guards.

Community service is an excellent alternative. Let people ‘pay’ the fines on an hourly basis in a way that adds value to the community. You might call it indentured servitude, but it’s far better than debtors’ prison.
