I remember when I first read about Caltrain electrification it was slated to be completed in 2017, which seemed impossibly far in the future. Now it’s pushed back to 2022. Does anyone seriously believe it will actually happen?

That’s an understandable take, but I think most people would read “engineering challenge” and think “They couldn’t figure out the implementation”, not “They couldn’t figure out how to convince people it was something they should actually do”.

Pretty much this. "Technically possible" and "actually doable" are two very different things and the distinction is worth remembering.
