Yeah I think this is most likely, if the effect is real. If it was bigger than 1 or 2 IQ points I think it would be suspect.
1/ twin studies may not sample families most exposed to lead
2/ % variance due to effect size and rarity. If lead exposure rare, won't lead to much C
3/ there *is* C in IQ in childhood, its lack of C into adulthood that's more at odds
4/ if lead effect depends on genes at all will be caught up in h2 estimate
