Even then you get into some fuzziness, but genocide, for instance, most often seeks to annihilate the out group as its primary goal, although it may have a secondary performative goal.

Yeah, I seem to remember making an argument that there's a diff btwn attacking someone *because* they're a member of a group vs attacking someone as a representative of the same group.

But extremist terrorists don't always pick victims based on their group status. Often, yes, but often enough not that it's probably not a great demarcation point.

If I had to make a sound bite definition, I'd say the different is strategic intent. Hate crimes as we usually understand them tend to be not primarily strategic, even when they're extremist.

Agreed. Which is why Toronto is a tough case to lump as terror.

Except that his statement clearly indicates the attack is too be seen as sparking a rebellion. To me, that's unambiguous. Almost any statement meant to be found and adopting a cause puts it in the box for me.

The Byrd statement wasn't necessarily meant to be found which is why I'm more of pen to debate there.

Also I think we can agree a hate crime needs to be clearly targeted on an out-group; hard to do that cleanly in a vehicular attack not focused on an out-group venue (like in Birmingham).

Just to play devil's advocate, isn't the out-group for "incels" something like everyone who's not an incel?

Wouldn’t just be pretty women? Or at least unattainable ones?

Also guys who can "get" those women, at least if Elliot Rogers is the model incel.
