Yeah, I seem to remember making an argument that there's a diff btwn attacking someone *because* they're a member of a group vs attacking someone as a representative of the same group.

If I had to make a sound bite definition, I'd say the different is strategic intent. Hate crimes as we usually understand them tend to be not primarily strategic, even when they're extremist.

Except that his statement clearly indicates the attack is too be seen as sparking a rebellion. To me, that's unambiguous. Almost any statement meant to be found and adopting a cause puts it in the box for me.

Also I think we can agree a hate crime needs to be clearly targeted on an out-group; hard to do that cleanly in a vehicular attack not focused on an out-group venue (like in Birmingham).
