Can't say it "guts" OCE - but Ethics Committee generally has not endorsed OCE findings - now making it harder for OCE to "find"

So would Ethics Committee enjoy veto over OCE determinations, and lacked power before?

I have seen only summary not detail - but I suspect Ethics could shut down an OCE probe - they tried once and OCE refused
