They deliberately targeted minorities because their own workforce isn't diverse enough for this. They deliberately outsourced to a third party, somewhere where Google is a bit more distant, and then failed to set boundaries on the obvious ways in which this could be abused.

There are so many ways in which this could have been done better, ways that aren't hard to find, that it doesn't really matter whether it was ignorance or malice that led to this result. They had every opportunity to do better, and they didn't. Google culture simply didn't care.
